- Short Title & Commencement
- This Policy shall be called the “Policy for Lawmakers Outreach and Education” of Swami Rama Himalayan University.
- This Policy shall be deemed to have come into force from the date of approval of the Board of Management of the University.
- Purpose
- The purpose of this policy is to establish clear guidelines for outreach and educational activities directed toward lawmakers and government officials. This policy ensures that all engagement is transparent, nonpartisan, compliant with applicable laws, and aligned with the organization’s mission to inform sound public policy through education and dialogue.
- Scope
- All staff, researchers, and representatives of Swami Rama Himalayan University involved in outreach to legislators, government officials, or policymakers.
- All formal and informal interactions with local, regional, or national lawmakers.
- Educational materials, briefings, presentations, workshops, and policy consultations conducted or sponsored by the organization.
- Goals
- Promote awareness and understanding of key issues among lawmakers.
- Facilitate evidence-based policymaking and informed legislative decisions.
- Build long-term, respectful relationships with legislative bodies.
- Provide lawmakers with access to research findings, data, and expert insights.
- Ensure outreach activities are inclusive, ethical, and non-partisan.
- Implementation Measures
- Planning and Strategy
- Identify key policymakers and legislative committees relevant to organizational priorities.
- Develop an Outreach Plan that defines objectives, target lawmakers, messages, and activities.
- Ensure all materials and communications are accurate, evidence-based, and aligned with organizational values.
- Educational Materials
- Prepare briefings, reports, presentations, and other educational content in clear, concise, and neutral language.
- Include citations, references, and data sources to support credibility.
- Make materials accessible in multiple formats (e.g., digital, print) to accommodate lawmakers’ preferences.
- Engagement Methods
- Conduct workshops, seminars, roundtables, or site visits to share information and insights.
- Offer expert consultations to legislators seeking technical knowledge or data.
- Use public forums, webinars, and policy briefings to reach broader policymaking audiences.
- Avoid any form of coercion, undue influence, or partisan lobbying.
- Non-Partisanship and Ethical Standards
- Maintain strict neutrality with regard to political parties or candidates.
- Avoid endorsing or opposing specific legislation or political campaigns outside of the organization’s mandate.
- Comply with all national lobbying laws, ethics regulations, and transparency requirements.
- Monitoring and Documentation
- Record all outreach activities, including participants, materials shared, and outcomes.
- Evaluate the effectiveness of educational efforts through feedback from lawmakers and internal review.
- Maintain transparency by reporting key outreach activities in annual reports or public communications, where appropriate.
- Staff Training
- Train staff and representatives on effective communication with lawmakers, ethical standards, and compliance with lobbying regulations.
- Provide guidance on handling sensitive information, conflicts of interest, and media interactions.

- HR Department in collaboration with Legal Cell will monitor this policy implementation.
- All staff, representatives, and partners must adhere to this policy.
- Violations, such as partisan lobbying, misrepresentation of data, or unethical influence, will be subject to investigation and corrective action, up to termination or legal recourse.
- This policy shall be reviewed every three years or earlier if required to accommodate new educational practices, regulatory requirements, or emerging student needs.
- The University reserves the right to interpret, alter, amend, modify, cancel or withdraw any or all provision mentioned herein above in this policy without any notice.
- In case of any dispute, the decision of the Vice Chancellor of the University shall be final and binding.
