- Short Title & Commencement
- This Policy shall be called the “Policy for Smoke-Free Campus” of Swami Rama Himalayan University.
- This Policy shall be deemed to have come into force from the date of approval of the Board of Management of the University.
- Purpose
- To promote a healthy, clean, and safe learning and working environment by eliminating exposure to tobacco smoke and encouraging a smoke-free lifestyle, in support of SDG 3.
- Scope
- All students, faculty, staff, and administrators.
- Visitors, contractors, and vendors.
- All properties owned, leased, or controlled by the institution, including buildings, grounds, parking areas, and vehicles.
- Goals
- Protect health by reducing exposure to second-hand smoke.
- Discourage tobacco use among the campus community.
- Support cessation efforts for those who wish to quit smoking.
- Promote environmental sustainability by reducing cigarette waste and pollution.
- Strategic Actions
- Awareness and Education
- Conduct regular anti-smoking campaigns, seminars, and health awareness activities.
- Integrate information on tobacco-related health risks into school orientation and health courses.
- Display “Smoke-Free Campus” signage in strategic areas.
- Cessation Support
- Provide access to counselling and smoking cessation programs through the campus health center or local health units.
- Encourage peer support networks for students and staff who want to quit smoking.
- Policy Enforcement
- Campus security and designated officers shall monitor compliance with the policy.
- Violations may result in progressive disciplinary actions or mandatory attendance in health counselling sessions.
- A reporting mechanism (e.g., hotline or online form) shall be established for community members to report violations confidentially.
- Environmental Action
- Remove and properly dispose of existing smoking-related waste (e.g., cigarette butts, ashtrays).
- Promote clean campus initiatives to reinforce environmental responsibility.
- Awareness and Education
- Implementation Mechanism
- Directorate of Student’s Affairs and Welfare will ensure the health and safety of all stakeholders.
- Coordinate with local health departments, student organizations, and faculty associations.
- Monitoring and Evaluation
- Conduct annual surveys to assess awareness, compliance, and smoking prevalence among the campus population.
- Regularly review and update the policy to align with national tobacco control laws and SDG 3 targets.
- Report progress to the institution’s Sustainability Committee and include outcomes in the annual SDG report.
- This policy shall be reviewed every three years or earlier if required to accommodate new educational practices, regulatory requirements, or emerging student needs.
- The University reserves the right to interpret, alter, amend, modify, cancel or withdraw any or all provision mentioned herein above in this policy without any notice.
- In case of any dispute, the decision of the Vice Chancellor of the University shall be final and binding.
