1. Short Title & Commencement
1.1 This Policy shall be called the “Policy for Sports Facilities” of Swami Rama Himalayan University.
1.2 This Policy shall be deemed to have come into force from the date of approval of the Board of Management of the University.
2. Purpose
The purpose of this policy is to promote physical fitness, teamwork, discipline, and holistic development among students, faculty, and staff by providing access to safe, inclusive, and well-maintained sports facilities. The policy ensures efficient utilization and management of sports infrastructure across the university.
3. Scope
This policy applies to all students, faculty members, staff, and authorized visitors of Swami Rama Himalayan University who wish to access or utilize the university’s sports facilities, both indoor and outdoor. It also governs shared usage of sports facilities among departments, constituent colleges, and external organizations.
4. Objectives
4.1 To encourage active participation in sports and physical fitness programs.
4.2 To maintain high standards of safety, hygiene, and operational efficiency in sports facilities.
4.3 To ensure equitable and transparent access for all university members.
4.4 To foster a culture of sportsmanship and teamwork.
4.5 To promote interdepartmental, intercollegiate, and community-level sports collaborations.
5. Facilities Covered
The policy applies to all sports infrastructure managed by the university, including:
5.1 Indoor facilities: Gymnasium, badminton courts, table tennis area, squash court, yoga and aerobics rooms, fitness centers, etc.
5.2 Outdoor facilities: Football and cricket grounds, basketball, volleyball, and tennis courts, athletics track, skating area, etc.
5.3 Support facilities: Locker rooms, equipment storage, changing areas, restrooms, and seating pavilions.
6. Access and Usage
6.1 All users must carry valid university ID cards for entry.
6.2 Sports facilities will operate during hours designated by the Department of Physical Education/Sports Office.
6.3 Priority use will be granted to scheduled university training sessions, tournaments, and physical education classes.
6.4 Reservation of facilities for special events requires prior approval from the Sports Coordinator or Sports Committee.
6.5 Non-university users may be permitted for specific events or collaborations with prior authorization and applicable charges.
6.6 Users are expected to maintain decorum, discipline, and cleanliness within all sports areas.
7. Shared Sports Facilities
To promote optimal use of infrastructure and strengthen sports culture, the university encourages shared use of sports facilities under the following guidelines:
7.1 Interdepartmental and Inter-College Sharing:
7.1.1 Departments and constituent colleges within the university may jointly use sports facilities as per the schedule maintained by the Sports Office.
7.1.2 Shared access will be planned to prevent scheduling conflicts and ensure equitable opportunities for all units.
7.2 Community and External Sharing:
7.2.1 The university may collaborate with nearby schools, colleges, or recognized sports clubs to share sports facilities for training, tournaments, or outreach programs.
7.2.2 Such sharing will be based on a formal approval process and may include a usage fee, MoU, or sponsorship arrangement.
7.2.3 Priority will always remain with internal university activities.
7.3 Safety and Responsibility:
7.3.1 Shared users must adhere to all safety and conduct regulations.
7.3.2 Equipment or facility damages occurring during shared usage must be immediately reported and compensated as per university policy.
7.4 Monitoring:
7.4.1 The Sports Office will maintain a schedule and record of all shared usage activities.
7.4.2 The University Sports Committee will periodically review the impact, benefits, and challenges of shared usage.
8. Conduct and Safety
8.1 All users must follow safety regulations displayed at each facility.
8.2 Proper sports attire and footwear are mandatory.
8.3 Misconduct, negligence, or vandalism will result in disciplinary action.
8.4 Any accident or injury must be promptly reported to the Sports Office or University Medical Unit.
9. Maintenance and Upkeep
9.1 Regular cleaning, inspection, and preventive maintenance of all sports areas will be carried out by the Sports Office in coordination with the Maintenance Department.
9.2 Safety and equipment audits shall be conducted once every semester.
9.3 Users are encouraged to report any damage or malfunction immediately.
10. Training and Events
10.1 The university shall organize regular sports coaching, fitness workshops, and intra/inter-university tournaments.
10.2 Students excelling in sports may be provided with awards, scholarships, or attendance relaxation as per university norms.
10.3 Adequate support (logistics, leave, and recognition) will be extended to students representing the university in external competitions.
11. This policy shall be reviewed every three years or earlier if required to accommodate new educational practices, regulatory requirements, or emerging student needs.
12. The University reserves the right to interpret, alter, amend, modify, cancel or withdraw any or all provision mentioned herein above in this policy without any notice.
13. In case of any dispute, the decision of the Vice Chancellor of the University shall be final and binding.
