  1. Short Title & Commencement
    1. This Policy shall be called the “Policy for Eco-Friendly Transportation” of Swami Rama Himalayan University.
    2. This Policy shall come into force from the date of approval by the Board of Management of the University.
  2. PurposeThe purpose of this policy is to provide safe, reliable, and affordable transportation facilities for SRHU staff, faculty, students, and their dependents, while reducing the environmental impact of commuting through the promotion of eco-friendly options. It also seeks to foster health, safety, and sustainability in all aspects of campus mobility. This policy also aligns with global sustainability commitments, particularly the UN Sustainable Development Goals 11 (Sustainable Cities and Communities), and SDG 13 (Climate Action).
  3. Scope of the PolicyThis policy applies to:
    1. All staff and faculty members (regular full-time and part-time).
    2. Students and dependent children of employees (as per HR rules).
    3. University-owned vehicles, shuttle services, and eco-friendly commuting initiatives (cycling, walking, EVs, shared/public transport).
  4. Objectives
    1. To provide convenient and affordable commuting facilities for employees and their dependents.
    2. To reduce the financial burden of transportation on employees through subsidized facilities.
    3. To minimize greenhouse gas emissions by promoting low-carbon transportation.
    4. To encourage walking, cycling, carpooling, and the use of electric and shared vehicles.
    5. To build awareness about sustainable mobility practices.
  5. Policy Measures
    1. University Bus and Shuttle Services
      1. SRHU will operate bus services on designated routes for staff, faculty, and their dependents at subsidized rates.
      2. Electric vehicles/ Shuttle buses will be introduced for intra-campus and short-distance travel.
      3. Routes and schedules will be decided in consultation with employees and students.
    2. Subsidized Facility
      1. Transportation will be provided at subsidized rates, determined by the administration based on actual operating costs.
      2. Payment options may include monthly or semester-based contributions.
    3. Registration and Use
      1. Eligible employees, dependents, and students must register for the bus facility.
      2. Cancellation requires one month’s notice; refunds will follow the university’s refund policy.
      3. Misuse of the facility may result in disciplinary action or cancellation of privileges.
    4. Promotion of Eco-Friendly Modes
      1. Cycling & Walking: Dedicated lanes, secure bicycle parking, and a bike-sharing program will be developed.
      2. Electric Vehicles (EVs): Charging stations will be installed on campus; EVs will be prioritized for campus fleet use.
      3. Carpooling: The University will encourage carpooling among staff and students through a carpool matching initiative.
    5. Infrastructure Design
      1. Priority parking will be given to EVs, bicycles, and shared vehicles.
      2. Campus pathways and transport facilities will be designed to ensure universal accessibility, including safe pedestrian access for differently-abled persons. Safety measures such as speed restrictions, traffic calming, and cycling safety (helmet use, reflective gear) will be emphasized.
      3. New infrastructure will integrate sustainable transport features such as EV charging points.
    6. Awareness and Training
      1. Awareness campaigns will be organized to highlight the environmental benefits of eco-friendly commuting.
      2. Staff and drivers will be trained in eco-driving practices to reduce emissions.
      3. Research and pilot projects on innovative green mobility solutions (such as solar charging systems, AI-based route optimization, and shared e-mobility services) shall be encouraged in collaboration with academic departments.
  6. Responsibilities
    1. University Leadership
      1. Allocate resources and oversee policy implementation.
      2. Monitor progress and ensure sustainability targets are met.
    2. Motor Transport Office
      1. Manage bus and shuttle operations, EV fleet adoption, and cycling infrastructure.
      2. Ensure transportation systems comply with safety and sustainability standards.
      3. Regularly report on transport sustainability indicators, including EV adoption, cycling usage, and fuel efficiency trends.
    3. Academic & Administrative Departments
      1. Encourage faculty, staff, and students to adopt eco-friendly commuting practices.
      2. Support carpooling, cycling, and walking initiatives.
    4. Faculty, Staff, and Students
      1. Use university transport responsibly and promote sustainable travel choices.
      2. Report issues or misuse of facilities promptly.
      3. Actively participate in awareness campaigns.
  7. Monitoring and Review
    1. The University will review bus and shuttle operations annually to ensure efficiency, affordability, and alignment with sustainability objectives.
    2. Adoption of electric vehicles (EVs), cycling, walking, and shared/public transport will be monitored periodically.
    3. Monitoring will include the use of digital dashboards, transport records, and feedback mechanisms to track progress.
    4. Key performance indicators (KPIs) will include:
      1. Reduction in fuel consumption and emissions.
      2. Percentage of EV adoption in the campus fleet.
      3. Modal share of cycling, walking, and public/shared transport.
      4. Utilization of university shuttle/bus services.
      5. Improvement in accessibility and safety for pedestrians and cyclists.
    5. An annual sustainability report will include a dedicated section on eco-friendly transportation, presenting data, progress, and recommendations for further improvement.
    6. This policy will be updated regularly based on technological advancements, user feedback, and evolving institutional and global sustainability goals.

International Endowed Chair Professor

Prof Rakesh Kumar

Prof Rakesh Kumar is the Founder and President of the Breast Cancer in Young Women Foundation (USA), dedicated to vaddressing the distinct issues affecting young women with breast cancer. He also serves as the International Endowed Chair Professor at the Cancer Research Institute of the Himalayan Institute of Medical Sciences. Additionally, he holds adjunct professorships at Rutgers New Jersey Medical School and Virginia Commonwealth University.

Dr Kumar earned his Ph.D. from the All India Institute of Medical Sciences in 1984 and began his research career at Memorial Sloan Kettering Cancer Center in January 1986. From 1988 to 2017, he held various academic and leadership positions —including faculty member, tenured professor, distinguished professor, endowed chair, department chair, and research leader—at esteemed institutions such as Memorial Sloan Kettering Cancer Center in New York and the University of Texas MD Anderson Cancer Center in Houston. From 2017 to 2022, he served as the National Chair for Cancer Research for the Government of India and as a distinguished professor, continuing his innovative work in breast cancer research.

With nearly 40 years of research and professional experience, Dr. Kumar has made conceptual contributions to the field of cancer research (h-index 108, citations >50,000). He has authored over 325 peer-reviewed publications, edited or co-edited nine books, and delivered 290 invited lectures worldwide. His work has been featured on the covers of 18 major cancer journals and has been highlighted in institutional research reports of the MD Anderson Cancer Center.

A passionate educator and mentor, Dr. Kumar has guided 67 trainees throughout his career. He serves on the editorial boards of multiple leading cancer journals and has served on the editorial boards of 21 top cancer journals. His global reputation is further demonstrated by his participation in about 100 peer-review panels for cancer research funding in the US and internationally over the past 28 years.

Dr. Kumar's innovative research has earned him numerous prestigious honors, including the Hinkle Society Faculty Award at Penn State University (1994), the Dalla/Fort Worth Living Legend Faculty Achievement Award in Basic Sciences (2004), the Ranbaxy Research Award (2006), and the Lifetime Achievement Award from the American Association of Indian Scientists in Cancer Research (2013), among others. Dr. Kumar's pioneering research continues to have a profound influence on the fields of oncology and breast cancer, opening up new opportunities for biomedical scientists and trainees worldwide.
